AQTF 2010 Learner’s Access to Records

In discussions on the new AQTF standards I have spoken to many RTOs about the VETtrak Portal API in connection with compliance with regard to Section 2.

The RTO adheres to principles of access and equity and maximises outcomes for its clients.
There is a simple answer to the problem that provides extensive up to date information with built in Feedback. It is an add-on to the Training Management System which almost 60% of Australia RTOs already use to manage their training business.

Section 2.2 & Online Enrolment
Before clients enrol or enter into a contract, the RTO informs them about the training, assessment and support services to be provided, and about their rights and obligations.

The consensus is that a properly constructed online enrolment process will go a long way to satisfying section 2.2. The key is to ensure that the descriptions of Programme Types and Programmes not only explain what the course is about, it should also provide background data on who and why. Based on discussions with RTOs we have augmented the standard VETtrak presentation to include the ability to add rich HTML content including links to websites, documents, images and even videos. Not only does this inform the learner it also provides information that develops online trust which is a key mechanism in the success of online enrolment.

Section 2.3
Employers and other parties who contribute to each learner’s training and assessment are engaged in the development, delivery and monitoring of training and assessment.

There are several ways of satisfying this criteria within VETtrak, however, one idea we are currently working on would see Trainer and Employer comments published from VETtrak into the Learner Portal via the VETtrak Portal API. A student logs on to the RTO’s Learner’s Portal and reviews their assessment straight from VETtrak in a secure environment. When these comments are combined with the Learner’s details and other records this goes a long way towards satisfying section 2.5 as well. By allowing Learners to provide feedback on the comments of “employers and other parties” from within the portal, is argued to be complaint with section 2.6.

2.5    Learners have timely access to current and accurate records of their participation and progress.
2.6    The RTO provides appropriate mechanisms and services for learners to have concerns reviewed and addressed where appropriate. Complaints and appeals are addressed efficiently and effectively.

Both the Enrolment and Portal APIs are relatively simple to implement and provide a scalable mechanism for maintaining accurate learner records, up to date transfer of information from VETtrak to the Learner, 24/7 access and the ability to provide feedback on comments and assessment.

    Great idea. I think that that this an intuitive way to leverage off initial investments and the compliance issues with AQTF are being well addressed.

      Thanks Terry,
      I have a feeling that as time goes on there will be a lot more developed on this concept. In fact there are a couple of add-ons suggested by Ross from RealCP that will likely be incorporated in the next Portal API release. I love it when an idea develops out of a meeting and then is taken on and made a reality. OzSoft have been brilliant about this too but more on that later, JohnW

    We are current VETtrak users and I would like further information about the VETtrak portal API, the processess involved & additional cost?
    Also, what training would be required and how would that be performed?

      Obviously costs are dependent on which product you chose and what customisations are required and I can answer those once we know the scope of your project …. but let’s talk about Training!
      The point of these solutions is SIMPLICITY and reducing your administration!
      At its most basic all you really need to do is publish the data in VETtrak by selecting the Occurrence and publishing it and the price [2 tick boxes] and the website will be updated either manually or via an auto-update. When you buy the APIs from OzSoft they will run you through it over the phone. Many of our client DON’T UPDATE THEIR WEBSITE …. VETtrak does … how cool is that?
