VET BI Report Nov 2019: Foundation skills get a shake-up

New RTOs in November 2019

November was a fairly steady month, with 8 new RTOs added.

Restrictions

There were 12 restrictions added in November (and 4 ended).

Two relate to full deregistration actions, but in both cases, enforcement has been stayed pending appeal in the AAT. This is a notable difference between past practices of enforcing broad restrictions which destroy the business while the decision is being appealed. Even if the RTO won their appeal (which they normally did) they are forced out of the industry anyway.

The formal requirement to notify ASQA when commencing delivery or national courses appears to now be a regular part of the process.

Training component changes

There were 2350 changes to training components November, including a major overhaul of foundation skills qualifications and units. Substantial changes were also made to Business qualifications and Performing Arts, Religion and Indigenous recognised courses.

A lot of changes can happen in a month, with many RTOs automatically adding new equivalent components to their scope. Funding changes

The main activity in November was that 6 RTOs were allowed to delivery funded training in SA.
