New RTOs registrations were back to a normal levels this month. There was a forced removal of directors this month – the first we have seen here. Otherwise, soft-touch regulation continues with second chances the order of the era.

There were 8 new RTO registrations this month, half of them in NSW. This is back to some more average numbers after a surge in September.

Restrictions
There was one RTO who were requried to remove directors in October – presumably due to failing the “fit and proper person” conditions or registration! Otherwise, there was the usual soft-touch requirement to retain records pending later review:

Training component changes
The electrical package got a major update, and again a range of business and professional courses were updated.
Qualification Changes
The qualification changes include every unit copied from old qualifications to new ones. These figures are representative of the relative amount of change, but not meaningful in terms of the number qualifications updated. There were substantial changes in the entire resources sector and nothing much elsewhere: Electrical (4916), Business (1033), Maritime (249), Defence (55), Technology (43), Seafood (42).
Skill Sets
Skill set changes follow the major package updates of qualifications: Business (51), Electrical (50), Seafood (18), Maritime (17).
Accredited Courses
The employment-focused courses were updated: Welfare (19), Training (13), Disability (11), Business (7), First Aid (6).
Unit Content
The unit changes reflect the qualifications updated, but include a major overhaul of the first aid units: Electrical (1060), Business (863), Maritime (241), First Aid (147), Defence (128), Safety (82), Technology (43), Resources (68), Seafood (49).

It was a modest month for new funding approvals, with 4 RTOs approved for funding in TAS:
