VET BI Report Oct 2021 – New RTOs bounce back

Welcome to the October 2021 issue of the VET BI report.

New RTO activity is back in force with 14 new registrations this month.

New RTOs

There were 14 new RTO registrations in October with the bulk of them in Queensland. This is a strong result for the month, bouncing back from the seasonal quiet period.

Type Changes

6211 Port Ash Australia changed from a Government to a Private RTO
3981 National First Aid (First Aid) changed from an Industry association to a Private RTO

Restrictions

Tracking regulatory decisions has become more difficult lately with the retention of history on TGA and the interface. This gives us more information but it is less coherent and each case has to be analysed individually to understand the decision and applicable dates, the AAT review process, and the resulting current status. In the interest of fairness, we will endeavour to paint any RTO mentioned in the least negative light we can given the information available. Rather than a definitive list, please treat this content as a selection of news items which may be of interest.

There were a typical number of restrictions and sanctions this month:

Registration Cancelled
41278 Abi Training Academy Pty. Ltd. (Sydney CBD and Inner Suburbs, First Aid)
41528 Pacific Health & Wellness Pty. Ltd. (NSW Central West, Welfare and Technology) – stayed pending review

Registration Scope Reduced
41358 Progalor Hub (Sydney Western Suburbs, Broad Scope) – permanent scope reduction
70252 Australian Health and Management Institute Pty Ltd (Sydney Western Suburbs, Broad Scope) – subject to review

Training component changes

Many packages had at least a few significant changes.

Qualification Changes
There was mostly a bit of tweaking across the board this month with no major reviews: Business (85), Electrical (67), Real Estate (45), Maritime (40), Cleaning (36), Welfare (34), Community Services (25), Meat (16), Performing Arts (13), Foundation Skills (12).

Note that these numbers indicate how many units were shuffled around within the qualifications (and how often) and not just the number of unique qualifications impacted. These figures provide an indication of the level of activity.

Skill Sets
Again, a diverse range of adjustments: Electrical (14), Manufacturing (12), Maritime (8), Meat (8).

Accredited Courses
The focus is yet again on employment-focused courses: Business (16), Welfare (13), Training (12), Foundation Skills (11).

Unit Content
Several smaller content areas got an overhaul, including Cleaning and First Aid. There were multiple updates during the month as first aid doesn’t have nearly that many units: Cleaning (61), First Aid (56), Manufacturing (51), Business (39), Real Estate (39), Safety (31), Meat (23), Electrical (22), Maritime (15), Resources (14), Building (12), Fire Systems (12).

Funding changes

The national funding boom was trimmed this month. There was only one new funding registration (6022 Lead in NSW) and 68 removals. After several months of adding hundreds of RTOs to national funding scheme JobMaker, this is actually a relatively small adjustment.
