Welcome to the November 2021 issue of the VET BI report.
New RTO activity continues to increase strongly towards the end of the year and with NSW back to “post-COVID almost-normal”. There were 20 new RTOs registered in November, 8 of them in NSW.
With some major challenges in supply chains occurring here and around the world, there were a large number of updates to logistics related training components. We are not sure whether this is related. Examination of the details of the changes might reveal that, but RTOs operating in that space need to investigate these training package changes.

Restrictions
Tracking regulatory decisions has become more difficult lately with the retention of history on TGA and the interface. This gives us more information but it is less coherent and each case has to be analysed individually to understand the decision and applicable dates, the AAT review process, and the resulting current status. In the interest of fairness, we will endeavour to paint any RTO mentioned in the least negative light we can given the information available. Rather than a definitive list, please treat this content as a selection of news items which may be of interest.
There were relative few restrictions and sanctions this month:
Registration Suspended
45460 Australian Safety and Rescue Group (QLD Gold Coast, Mine Rescue) added.
Registration Scope Reduced
31716 Australian Academy Pty Ltd (QLD Gold Coast, Broad Scope) added.
Training component changes
Many packages had at least a few significant changes.
Qualification Changes
With supply chain issues looming here and around the world, there were several major revisions to transport-related packages this month including Logistics, Rail and Transport: Logistics (478), Rail (257), Sport (154), Business (137), Transport (126), Gas (122), Maritime (53), Welfare (49), Community Services (36), Performing Arts (36), Hospitality (33), Technology (33), Equipment (27), Building (25), Foundation Skills (24), Food and Beverage (23).
Note that these numbers indicate how many units were shuffled around within the qualifications (and how often) and not just the number of unique qualifications impacted. These figures provide an indication of the level of activity.
Skill Sets
Again, range of adjustments mostly related to supply chains: Logistics (22), Rail (13), Sport (11), Gas (8), Maritime (8).
Accredited Courses
The focus for accredited couses is once again on employment-focused courses: Business (13), Welfare (12), Training (11), Foundation Skills (10).
Unit Content
Again the largest number of changes were related to supply chain management: Equipment (531), Logistics (327), Rail (119), Sport (104), First Aid (76), Warehouse (64), Gas (56), Maritime (53), Safety (52), Civil Construction (31), Transport (25), Agriculture (20), Food and Beverage (18), Business (16), Manufacturing (16), Resources (16).
Funding changes
The national funding boom was trimmed slightly this month. There was only one new funding registration (22175 Nursing Academy in TAS) and 12 removals. After several months of adding hundreds of RTOs to national funding scheme JobMaker, this is actually a relatively small adjustment.
